Although the world's leading envioronmentalist turns out to be the bad guy in the film, there is a 'quantum' of social conscience that does shine through. Water privatization is at the heart of the evil scheme this time around and its a bit scary to realize the scenario isn't all that far from what could happen in our own future as access to water becomes more contentious around the world. And...if you think Goldfinger's 'death by gold' moment was a commentary on wealth, you'll find that Quantom of Solace offers quite an opinion on our oil dependence as well.
